Council chief Gavin Jones and leader Roderick Bluh have come in at at number 13 in the Local Government Chronicle's Top 50 most influential voices in local government.
The publication sites how the council is leading the nation in family policy and technology.
Wiltshire County Council's chief executive Mr Kerr, and Conservative leader Jane Scott, charted at number 38. The pair have sought to steer the council so it manages to exploit its new size, to drive efficiencies and implement ways of working that reach lower levels than the old councils did.
